Syria was in a state of civil war. There were lots of groups there fighting each other for control of part or all of Syria. As such they were NOT a threat to Israel. Israel bombed Syria for control of the skie (as the article made clear) so they could bomb a third country.
There are no fascist states around Israel. Jordan has a monarchy which has great power. Lebanon is a parliamentary democracy. Syria has limited Govt due to the civil war. Egypt is a semi-Presidential republic in which the army wields a lot of power. At present the make up of Israels ruling coalition is far right wing. So of the five, Israel is nearer fascist, at the moment, than the others.

The state I was mainly considering is the fascist theocracy of Iran and any others that succumb to its authority.
