First time I've heard it. you need to hang around with a better class of people.
The 1 percenters rather than the 100 percenters perhaps.

Pretty sure the emoji is used only because when you type 100 percent, it suggests to reply with the emoji

It might do now but that's not always been the case, it's also a reaction too (doesn't involve typing) - it's probably adding to it tho... like emoji is there, it got used, now when people type 100 it's autosuggested etc..
 
In South Africa we've used the term "hundreds" as a form of agreement for as long as I can remember. It's short for "I hundred percent agree".


Or if something's perfect, or if someone's full healed up from an injury, that kind of thing.

"Diddums, you did a number on Participant's mum, you sure she can walk?"

"Ja, she's hundreds"

That kind of thing.
