So I’ve had a few 9070’s and never had this problem. Right now I have a 9070xt prime.

I can’t get into bios and it’s not showing the windows install screen.
Any ideas on how to sort this out ?

What are specs? Incompatibility is unlikely, but you never know.

Are the other parts, like display cables and monitor(s) ones that have previously worked with a 9070 XT?

Not 100% on the board but it’s a b650 it’s by gigabyte, cpu is 9600x

Cable and monitor work fine with my 5080 and have also worked fine with all the 9070’s I owned.

I’ve found that if i power it on and let it sit for a second that hit reset 3 out of 5 times I can get to bios so I do have a way to install windows now.

Forgive me if I'm mistaken, but don't you have a few PC's in your household? A son has one IIRC?
I'd be trying it in another PC.

Do you mean you get no screen giving you the option to enter bios?

If so, try disabling "Full Screen Logo Display". It is the only way i get the option screen.

Its not doing the memory training thing again is it, i.e no activity when booting for a min or two before it springs into life? Tried just waiting longer to see if it comes up?

Is ur ram seated ok, in the right slots etc.

Power connectors on gpu in properly?

Bios up to date?

Any lights on the mb for troubleshooting which would indicate where the issue might be laying?

No with the igpu it boots I now have windows installed. When I go back the 9070 I get windows login sound just no image.

Bios is now up to date and it’s still the same.

Upon testing in different systems I’ve found the same behaviour it will randomly work, but I’ve now also noticed on the times it fails to work the fans don’t spin up on the gpu at boot.

I now believe I’ve found my first faulty B-Grade gpu

Ah that's great news; well you know what I mean, you've sourced the problem.
I'm glad my suggestion helped. You're lucky you've got a spare rig to test it :) Saves so much time in situations such as this!

Hopefully you quickly get a replacement/refund sorted mate :)

Try moving all the SSD's and soundcard to the chipset lanes, then setting PCIE to 5.0 rather than auto. This mostly fixed bootup loss of signal problems for me.
