I've seen weird things with freesync/gsync and other advanced stuff, but not a monitor that's like... regular 60 Hz.

Just seems odd that's it's only just started doing it for some reason, nothings changed over the last 6/7 years!
Every so often I have a similar issue with my daily driver.
Certain apps and videos lag like crazy until I close the window.
I rarely update the driver, so I think it is probably the browser or a Windows update, because after awhile it stops happening and I changed nothing whatsoever.
Tried another monitor cable or changing from HDMI to DP or DP to HDMI?

I'd try a full Windows reinstall before throwing any money at it. Copy anything you need to save to a separate drive, build a USB installer, and delete all partitions on your OS drive.
Go with a minimal install for a few weeks (drivers and only the software you need), see if you still get the problem.
