I've seen weird things with freesync/gsync and other advanced stuff, but not a monitor that's like... regular 60 Hz.Is there any logical reason the monitor would be causing this issue?

It's my last resort.I'd try a full Windows reinstall before throwing any money at it. Copy anything you need to save to a separate drive, build a USB installer, and delete all partitions on your OS drive.
Go with a minimal install for a few weeks (drivers and only the software you need), see if you still get the problem.
