That doesn't sound good. Whereabouts are you in N.Devon? I am in Bideford. I suppose the speed depends on how many other people are using your 'node' or whatever the correct term is?

I get 80 on my old non-fibre connection as I am opposite the connection box.

Don't they have a minimum speed guarantee? I will have to check up on that before I connect.
South Molton area. I have not seen anything about a minimum speed guarantee on their website, but their website is pretty barebone.

For better or worse I had it installed yesterday. Current speeds are 22 ping 914 down and 878 up. The ping is actually a bit slower than my old copper broadband. The dl is more than 12x faster :D
 
Hopefully Diablo's issue is one of local congestion that's awaiting an upgrade, it can sadly happen with all ISP's including Open Reach based offerings, generally most larger network providers (Open Reach, Virgin, City Fiber etc.) forecast well ahead of time, but if things like planning and applications for works need to go into the council etc. it can take longer and lead to exactly what is described above at peak times, but should only affect a reasonably small/localised area. I would suggest that's more likely than a core network issue, or everyone would be up in arms who is on Airband.
