After 38105 shutter actuations...

I had the same error. Fixed by a new battery! No idea why but the old battery causes the shutter to lag/drag. New battery and its as good as before....

I'd never thought the battery was the issue so i bought a 30D instead :D

hmmmmm interesting....

I had planned on upgrading to a 60d, i might do that and then try a new battery in it :D

My Brother started getting err99 on his 30D. He just got it delivered back from the repair centre this morning.

The Repair note said "Dismantled camera to replace the shutter assembly, flexible PCB and switch mount. Checked and tested OK."

It was repaired by DKAVS http://www.dkavs.co.uk/

Hope that helps. No idea how much it would have cost as it was through insurance.
