cpu i5 3750k @4.2
gpu 4GB GTX 980
mboard gbyte z77-ds3h

Corsair RM 650 about 2 years old
You're in a tricky position - you have 3 options:

Option 1 (my preferred) - with Zen 2 (3700X 8c/16t)) coming out you could upgrade your core components and save up for a GPU. This wouldn't give you the immediate overall FPS boost - but would give you the foundations of a great system for the next 5+ years...

Option 2: you could take advantage of the cheap Zen+ chips and buy a CPU/MB/memory/GPU for ~£650 now - and immediate gratification. The 1060Ti would suffice at 1440p at 60Hz Dell.

*CPU comes with 2 games which you could sell £50 total to offset price.

Example:

My basket at Overclockers UK:
Total: £661.02 (includes shipping: £11.10)

Option 3: You could drop in a i7-3770k (sell your 3570k) and bump up your memory to 16Gb (second hand) and then drop in a 1660Ti/RTX 2060 - @60HZ Dell. I would recommend the V56 but really prefers a 750W - suspect it would run - but your choice as to whether you would try. Well within budget.

*You would need to upgrade your motherboard to latest BIOS so that it will accept the latest GPUs.

With still just four cores any CPU fitting to that motherboard would be pretty minimal upgrade.
Also contant patches to security holes of Intels have no doubt kept nibbling performance.
So those would make sense only if costing pocket money.
Next-gen consoles will simply curb stomp those old quads.

RM650 should be good for Vega 56, unless it's some up to eleven and half overvolted model.

Yeah, i agree - but been on a couple of threads where a 650W has been hit and miss. So, I always add a caveat to cover my backside.

EDIT: In fact - sod it :). Your PSU will cope if in good working order (still the caveat) - you will see the card manufacturer recommends 750W - but they have to cover their butts with people using budget PSUs.

OPTION 2b:

OP, the Vega 56 comes with 2 free games too (same as CPU) - so you would have ~£100 worth of games to sell to offset your spending bringing you closer to your £500:

My basket at Overclockers UK:
Total: £652.02 (includes shipping: £11.10)

I run a R5 2600 and Vega 64 strix on Be Quiet! Striaght power 10 600W 80plus gold. I would only hit over that 600 watts when I do a overclock on both CPU and GPU only when 100% usage on both (My PC did not blow up) . For general gaming its around 500 watts. And this is only when both are overclocked.

So as long as you keep your OCs moderate and have a good quality PSU. You are fine
