I'm not sure if it does but personal experience with my 3770k I've just replaced suggests that it could potentially be an issue, although this is only my personal experience and could be completely unrelated to the OC.
It worked fine with a 4.4 OC for many years but about a year or 2 ago it started to become unstable, I reinstalled Windows thinking it was software related but the issue remained. I dropped it down to 4.3 and everything went back to normal.
Fast forward to about 6 months ago and it started playing up again, I did the same and reduced to 4.2 where it sat happily ever since.
Power supply is a Corsair AX860i which wasn't reporting any issues with voltage levels changing or becoming abnormal but can't say for sure what was or wasn't causing the issue.
