New build for £2000-£2200

tbh, better off getting a £1200 build and then replacing/upgrading it 3-4 years down the line.
much better value this way...but up to you/your bro.
let us know what your decision is either way, as it's your money to waste spend ;)

you won't see a 50% increase in performance going from the £1300 build to the £2000 build though, as this is well past the point of value and into diminishing returns.

tbh, i'd much rather have the £1300 build and have a decent screen to accompany it.
(you haven't told us what monitor you will pair the build with)

ok gonna sit on it till tomorrow probably get the cheaper one if only around 20% maybe some other people will chime in with other options

One option is to upgrade the first build with a 2080 Super or a 2080ti but I personally would hang on for a couple of months given Nvidia are likely to be announcing their next generation cards in March with AMD launching their new high-end possibly a couple of months later.

Having a budget in mind is great, but when the person buying something with said budget does't know how much they need to spend to get what they want, and they don't know what they actually want, then having a budget is also a bit pointless.

Start at the beginning. What is the computer going to be doing? Only gaming? If so what type of games will they be playing, and how long do they expect the system to last before investing further in it?

Next, chose the monitor resolution and refresh rate that you'd like to achieve, then look and ask is that realistic. Someone always say 4k 144Hz HDR RGB-Sync Dolby Vision ZOMG WTFBBQPWN. When they'd be very happy with 3440x1440p at 120Hz Freesync.

Then finally, look at what budget you have left after finding the right monitor, and work out what will give you the best £:FPS spent over the chosen XX period before altering any components.
