I don't think these'll be good for anything apart from something like a basic pc for your dad.
No USB3, sata 6gbps make them very limited. Only two slots means you'll have to use the more expensive 8gb sticks for 16gb.
For a very budget limited build, I'd look at the chinese X99 boards with the mod for max turbo all core.
