Question about cameras in back of marked estate car

Hi all I noticed one day there was a marked car estate (Volvo type) along with 4 other cars . 3 parked in carpark and one to the side with a camera device out the back .

Are they speed cameras ? Wasnt speeding at the time just curious as iv not seen that setup before . Usually in vans .

Were they set up as a checkpoint of some sort? Could be an ANPR camera for checking tax/insurance.
