It's a bit of a pain to remove to be honest, I just used isopropyl alcohol and cotton buds or pads, it seemed to do ok.

Depending on how long its been on, it might bond/alloy to the metal of the cpu or heatsink, so it might stain both of them. I think it's safe to just ignore that and use paste as normal, once you've taken off the stuff that's still liquid. I don't think there is any easy way to remove it short of sanding it off.
