The FIA gave the offer as I think under normal race conditions there are frequent discussions between teams and the FIA for this kind of were they pushed off/gain an advantage. Normally RB could review and tell MV to give the place back, but that wasn’t possible as there was less than 5s before the red flag.
The constant red flags is making this track terrible. So the race director gets the decision regarding how to restart? Rolling start for me, might reduce the turn 1 incidents and get some car spacing.
