It is no wonder that people behave this way when they suffer no consequences. First off, why not go and take the car back without paying? "if you don't pay for the work ill sell the car", sure, I'm turning up to the garage with my friends and taking the car back using reasonable force, take me to small claims.

Don't have the physical capacity for that? Small claims court isn't expensive to claim the money back. You just need a couple of alternative witnesses and a failed MOT attempt to show a poor job has been done.

JayEmm isn't doing any of that and just being mugged off and accepting it.
