Nothing I have said is misleading. You can make your own decisions and have your own opinions, but NRSWA is there for a reason, and if you believe something doesn't need to be there, then that is your opinion. Unless you have NSRWA qualifications and full knowledge of what is happening on a work site, you're only ever going to have part of the picture when you're making your decision driving past a works site. That is a potentially misleading quote of my comments.
I was pointing out that people were driving through the temporary traffic lights on red because the aforementioned lights were completely unnecessary. If you can see for 100s of yards on a perfectly straight road beyond the short section of temp traffic lights (on a site no larger than a legally parked van....) and there is nothing even within sight, what is the point of waiting there at a red light ?
Nobody, not the utilities, the highway authorities or the public wants anything to be out on the highway for no reason. There are already longstanding measures in place for road and street works, permit schemes have existed for many years (becoming far more prevalent after Street Manager started from July 2020), overrun charges and fixed penalty notices, the later doubling as of the 5th January 2026, and Lane Rental is not new and not the magic wand that you may think it is.That's obviously completely unacceptable, quite apart from anything it is not the fault of those working on the site anyway. "Ghost" sites are the fault of the management, or, more specifically the completely illogical charging structure for road closure permits where it costs about the same for a long closure as a short one, and, AFAIK, nothing at all for temproray traffic lights. In both cases the charges should be set up to ensure the contractors / utility companies complete the job ASAP, charging by the day, or even by the hour, and at a rate that "motivates" the companies to finish the job ASAP and thus minimise the wasted time of road users. It seems the "powers that be" are finally moving on this "lane rental schemes"
I'll leave things there as I don't think it would make a difference to continue responding to someone who thinks that ghost sites and works are just out for no reason, dare say "for the fun of it" as a trained medical nurse once asked. I just hope that you're never in a position when harm has come to anyone if you've driven past a set of temporary lights when red if you didn't think they needed to be there in your opinion.
