I'm guessing you as cheap as possible but works with that card?

Not a direct answer to your question, but that power draw, I would imagine is only likely to occur if your running benchmarks. 'Real world' usage is likely to be significantly lower.
Do you have a link to the review when it's pulling 365w please? I would be interested to see what test was...
For some it's because the card is dual CPU.
I own a 7990 an it is an absolute beast.
The only reason I would recommend a 290 is if you plan to crossfire, if not, go 7990.

I can see lots of people asking what the latest version is, where to download etc, might be worth keeping a single post, locked sticky so you only have to edit/repeat in one place.

I wouldn't be happy with that card given your PSU, but it's your call, and if you were to get that you would probably need a new PSU - might as well stump up the extra and go for the 290.
