Read your policy but im guessing yes he would lose NCB unless he has protected NCB.
Usually not losing NCB is for "wear and tear" repairs on the windscreen, cracks/stone chips etc and depending on your insurer has its own excess amount for repairs.
A smashed side window is something different...
Fair enough but never mind being exposed to the elements its already got half of yorkshire on the bonnet. You care about your car but its obviously in a total state.

I was having a rather fast jolly down the A42 with an unmarked "training" car. After a while they go past for the umpteenth time and they looked at me smiling and pointing to look at the back of the car. Which had a sign saying Police Driver Training..
