Yes - I've switched it with my bros 4070, coil whine still exists. He hasn't tried my card on his PC though, but his PC does not have coil whine.
Also my case is split in two halves, PSU on one side, GPU on the other. Noise is 100% coming from the PSU.

Ah that sucks, it's my second processor after RMAing the first one, and this one has completely new auxiliary parts built around it (PSU, motherboard, RAM etc)

I just want to update this thread in case someone with the same problem comes accross it.
I thought I managed to make the CPU stable with the above solutions but all I did was make it last longer before it randomly restarts from a few hours to a day or two.
So in the end I RMA'd it back to AMD...
