You're obviously right, it is better to wait and let other people test out the GPU's for you, I guess you were unfortunately on the receiving end for the 2080Ti release.
If RAM overclocking is the issue, both the 570 E Gaming and Crosshair VIII Hero should be more than capable to overclock decently. The 570 E is rated to be able to achieve 4400Mhz speed and VIII Hero is rated for 4800Mhz maximum speed.

I personally use K70 rapidfire, the actuation is pretty light, so you don't have to use much force to type, it's like gliding your hands on top of the keyboard, almost effortless.
Some people don't like it because the keys are too easy to press meaning sometimes you may press a key you don't...

Depends on your budget.
High end (£700-£1100+) you're looking at GTX 2080 or 2080Ti.
Mid range (£370-£500) would be GTX 2070/S or AMD 5700XT
Low end (£200-£250 for 60+FPS) GTX 1660S
If your wifi router and your receiver are capable of 5Ghz connection, I would suggest using that instead, it is usually much more stable connection, but has slightly less range.
Is there any paticular reason you are contemplating a change of motherboard?
They both are using the X570 chip, for gaming the VIII Formula shouldn't make much difference, unless you are finding it difficult to increase the speed of the RAM maybe.
Sounds like both your PSU and GPU might actually be going or gone.
I would test with another PSU and of course you can always check the second hand market for a half decent GPU at a decent price.
As suggested above always start with the PSU in terms of diagnostics, then move onto other possible parts.
PSU or the motherboard are usually the main problems when nothing powers up.
You can always overclock your RAM, since it's Samsung Bdie (at least according to the description) it should be easy enough.
But since it's only the £10 difference (currently) I would just go with 3600Mhz RAM for guaranteed speed.
