I guess Samsung would have gone out of business if that was the case. As is the case with any company, not every product that comes out their production line will be the best or the most reliable especially if it's new tech.

When at boost does it use more power than the 12400 or 13500?

Boost speeds are not much different so why would there be a big difference in performance? Looking at some tests and the 13400T if faster compared to 12400 for a similar price.
