Steam for me. Exclusives might be Epics way into the market against the bohemoth that is Steam, but they're bad for the consumer.

I have a 2.0 Volvo Euro 6 and it gets ~60mpg motorway miles with 190bhp and I pay 0 emissions tax or have any concern about the ULEZ... so I would say there is some life in Diesel
I personally think the VII is expensive as a gaming card too, but the main reason I wouldn't look at it is the noise. Sure, you can mod them and improve the situation, but frankly I'd rather just not bother. Perhaps if we get some AIB model it will become more appealing.

Looks like a well ventilated chassis and the power usage is stated at 155w, so i would have thought having a few CM all around it would be perfectly fine. I've had poorer quality amps in much tighter spaces without drama.
Always trust your hunch. If its unusual, walk away. Plenty of people out there willing to do things without any of this fuss so don't waste your time with it.
