Have you tried unplugging the USB 3 cable to the motherboard and checking for bent pin/s on the USB 3 header? Also try the cable on another header if your motheboard has a 2nd one available.

If the main use is gaming potentially at 4K like you say, I would definitely prioritise the GPU. You can easily fit in a 7700K and a 1080 on a 2k budget if you're willing to make cut backs on other components.
