It's also only happened since your new CPU and upgrading to DDR4. Likelihood is your gpu was producing a high amount of frames in loading screens but was probably being stopped short of 100% usage by your cpu. Give the above suggestions a try - for a quick and dirty test to see if it is frames...
You would be better off using something like Plex to share media throughout your network. The Pi could definitely do that - but wont have enough power to transcode media so it's important that your devices can directly stream the media.
What splitter are you using? I suspect all the splitter is doing is sending the same output to both monitors.
You need something a bit more fancy for it to tell the laptop to output 3840x1080 and then split the signal to each monitor. Also in doing it this way you lose a lot of built in windows...
You should be fine in terms of power requirements. In respect of the age of the PSU that's really up to you - if you've got the budget available an investment in a new PSU, potentially at a higher wattage, will of course last beyond this little upgrade and into future builds.

Not sure if this helps but I use my pi 3 as a plex server with a 1tb external hdd. I've installed Samba on it and just map the drive on my pc and drag my media onto it - although Samba isn't the quickest I get 7MBs write speeds and 11MBs read speeds over the network. Enough to view 1080p content...
