Is not ideal, but is pretty ok. After all... people play(ed) at 30fps and below on consoles with a nastier IQ and still bought the hardware (consoles) and software (games). Still do. Bottom line, you can custom make your experience based on your needs.

At 4k I go for a 4080, 4070 super would not be for 4k, but around 1440p. But if you're asking in my case, because the combination of downscale from 4k and DLSS makes the image better than native 1080p. Le: you add FG at that 37 is definitely playable.

I don't know how each card scales. My 4080 goes like this (4k downsampled at 1080p, so perhaps some performance lost there). 4k native with path tracing: 15-16fps (so around what you said 3090 is doing with overdrive) DLSS Quality: 33fps or 37 fps with ray reconstruction. DLSS Performance...

Then probably is the game. Ark 1 was a mess too, wasn't it? Why change when fans will buy your crap regardless?

My biggest issue with the current gen is its price, 'cause through it, it has managed to slow down the adoption of RT. With that, going by the latest Steam survey numbers, it doesn't look that back. Feel free to take away from the list the cards you'll thing are to slow or to add others, but...
