The pressure gauge is mechanical.. it won't be faulty if its moving up and down ok.. he has a bypassing filling loop or a bypassing hot water heat exchanger.. he needs to remove the filling loop, cap it off and wait to see if the pressure still goes up.

if the boiler is un-used but the pressure increase then its down to the filling loop bypassing or the hot water heat exchanger bypassing.

You should have a filling loop somewhere, maybe in the cupboard under the boiler?
