Rather than look at the CPU usage overall, try looking at individual core usage. You have a 6 core/12 thread CPU, it could be your overall usage shows headroom because the game is maxxing out a couple of cores only and the others are idle.

You should be fine using the same driver as it's only one generation different, but for the sake of 5 minutes uninstalling & installing the latest - I've always thought why take the chance? :)
