I don't understand why either. Boiling them is just going to draw the flavour out of the meat and wash away the marinade that you put on. There is no secret to cooking good ribs. Just slow cooking at a low heat and the meat will fall right off the bone - No boiling required.
Maybe it's boiled to reduce the overall cooking time for people who want ribs in a rush, but if that were the case, then why would you cook ribs in the first place? They're not the quickest food to cook, and if they are cooked very quickly, they will be incredibly tough.
Possibly it's to draw out some of the fat, but again, not sure why you'd want to do this. The fat helps to keep the meat tender and moist. Ribs without fat are going to be tough and chewy.
