gamers who are thinking of going to win8.1

you will then see it is in 8.1 regardless of if your game is working fine !
That page was posted in 2010 and suggests the same thing has been in Windows 7, 8 and 8.1 and isn't new to 8.1.? In fact the link you've posted url includes "windows 7 mouse acceleration fix"?

I'm going to go with the first line of that article which reads about the fix. "If you don't know you need it, then you don't need it!"
 
Never had any problems personally but then again I don't use custom "gaming mouse" software but a few friends of mine do.

I've seen it, it's when you install custom software and / or drivers for your mouse. Uninstall the custom drivers and software then replug your mouse back in after a reboot.

Not sure why anyone installs software for their mouse, it's a core support USB peripheral which the Microsoft driver is good enough. In their cases, it fixed the problem 100%. 2p
 
it does it with or without custom mouse software. some mice it doesn't effect some it does.

what people cant seem to grasp its in most games and many people are having these issues just because you aren't doesn't mean its not happening.

i like the os but this little issue is annoying. hopefully microsoft fix it soon. you cant tweak your way out of it it needs a microsoft fix.

I use Windows 8.1 and see too much green and/or red in MouseMovementRecorder

Windows 8.1 Preview seems to have a big delay between DirectInput seeing mouse movement and Windows moving the pointer.
So MouseMovementRecorder sees a mouse movement from DirectInput, but doesn't see the pointer move until MUCH MUCH later and can't figure out what's going on and displays red and green.
While running MouseMovementRecorder, select it and try pressing the '+' key on the keyboard a few times and see if that fixes it.

If Control Panel, Appearance and Personalization, Display shows a 'Smaller...Larger' slider, high DPI monitors might need a custom size and/or a fix-builder fix to get exact 1-to-1.

The new multi-monitor DPI scaling in Windows 8.1 is a good thing if you have multiple monitors with different pixels-per-inch values, BUT it might make it harder to find the correct Item Size percentage when choosing which MarkC fix to use to get exact 1-to-1.
Try clicking the 'Let me choose one scaling level for all my displays' checkbox and then find the percentage needed so that your main (gaming) monitor looks the same as it did when using the 'Smaller...Larger' slider (this may require some reboots).
When you have the right percentage value, click '...one scaling level...' OFF (so that you get the benefit of the new Multi-monitor DPI scaling - if you need it) and use the percentage value to choose which fix you need, or to create a Fix-Builder fix.

No, something has clearly changed in 8.1.

I cant get 1:1 mapping no matter what i try. Bit annoying. I've not seen it as in issue in games yet, but it is on the desktop. I get some weird overshoot that i cant seem to solve with my mx518.

I read that yesterday,I'm still gaming fine with all my games.

I've had more issues with any Nvidia driver over 314.22 out of gaming freezing like in this thread https://forums.geforce.com/default/topic/621899/geforce-drivers/desktop-internet-browser-freeze-or-tdr-thread-w-geforce-460-560-gpus-updated-10-29-13-see-page-17-/ ,when Nvidia fix that I will be happy,until then I'm stuck on good old solid 314.22 drivers they just don't freeze.
