This may or may not work in the UK but from previous experience when I have ordered things from Microsoft they usually tell you they won't ship to the UK rather than confirm your order

Usually they prevent you from ordering it though if you say you are outside of the USA. It let my order go through and it doesn't hurt to try anyway.

It even changes the address and phone formats when you select your country...

and the answers to the questions (unless I'm seriously wrong and can't read the page which is linked by the OP) are 2, true, true, true
