£700 pc + 2x monitors and + os for editing

A friend has asked me to give him a hand building a proper computer to do some video / photo editing on but its a while since I've looked at components so I was wondering if anyone could help me with some ideas of what he can get with £700.

He's looking a full pc, 2x monitors and a copy of windows. I think thats not really feasible but you guys might have some ideas.

The main bit of software he uses is sony vegas and adobe photoshop / aftereffects.
