Is the 1000 post count an absolute must or have they granted users without meeting this requirement before? If not, it looks like I need 690 more posts ._.

Absolute must.

The only people with access to it with under 1000 posts are those who met the previous requirement of 250 when the rule changed and still haven't hit 1k posts.
