Well, they all use LG panels, I imagine the LG and the Viewsonic are even using the same one, I don't know that for sure but I wouldn't mind betting they are.

You don't 'need' an IPS panel to be fair, but I would also recommend them since they are much better than TN panels and as you can see, you can get them for quite reasonable prices now.

Between those two choices, I'd go with the LG myself and save some money. However I do think that the Dell U2312HM is a slightly better buy, it has more connection options and a USB hub and like all Dell monitors is well documented, widely used and solid.
