HELP can't overclock past 3.04ghz

I have a Pentium 4 2.8GHZ processor. I have tried overclocking it, it works fine and checked the stability using SP2004, and the temperature using MBM. Its start up temp is around 42 celcius. When using SP2004 to stress the CPU it reaches around 54c. The clock was 133mhz at the start, and is now currently at 145mhz (3.04ghz). However, when i add 5mhz onto that (3.2ghz) it won't boot up windows, and when i add just 1 mhz onto the 145mhz, it loads up the windows boot screen then gives me the blue screen of death. However, i've reverted back to 145mhz and it works fine. Does anyone know why this happens?
