I want to know what is the quietest/moving the most about of air possible fan on the market today.

Money no object. . .

Don't go by specs, the noctua also seems to have low air pressure making it poor for use on heatsinks where airflow is restricted.
 
Scythe S-Flex 1200rpm, quieter at 12v than the Akasa Amber at 7v and pushes more air than the Amber at 12v too. Also doesn't have the low pressure problem of the Noctua.

Is this low pressure drop only when you run the fans below 12v?

Well I have bought 4 of these fans now. Will let you know what I think.

You can get a Panaflo from a well known auction site that does 64cfm @ 26db. I would post a link to the retailers website but i'm not sure if they're classed as a competitor. They only sell panaflo fans so should be easy enough to find.
 
i've got 4 zalman F3s in my case on my rads and they're really quiet and keep it cool, but i also have a pair of deltas strapped in there incase i ever need the uberchill, but they are very loud
 
The silent eagles are good - I've got 9 of them running in my case, and I can get them running pretty quiet. I quite like the look of the Scythe S-Flex with it's S-FDB motor.
 
Every time one of these threads come up, you always get the flavour of the month (Scythe/Noctua at the moment) and then you get the people recommending Yate Loon and Panaflo fans. They don't look great on paper, but they are very powerful as well as being quiet.

If you don't have to have a 25mm fan the AC Fan 12's are excellent at 5V.
 
I understand what your saying WJA, its a similar thing in the PSU department. Almost everyone shouts "Corsair 520W" when a PSU needs recommending - half of them haven't probably even got one. I can recommend the Noctua against other fans I have used in the past and from my personal exp its silent and effective :)

He probably hasn't - but he does come across as a silence fetishist so he appreciates quiet. It is incredibly difficult to get people to move off stuff that's magazine recommended - or even what Gibbo recommends on 'Deal of the Week'.
