I used to get that tool with my Gainward cards lol, see its finally updated and even lets you unlink clocks.

Have you tried Rivatuner 2.06? May be down to Vista though.

I can use RivaTuner 2.05. I get a message saying something about the drivers but all I do is OK it and adjust my clocks. Confirms with GPU-Z.
