Landscaping/building question - what is this?

There have been some fairly extensive works going on opposite the window of my office for about a year now. We've been watching with interest as things unfold, but today they laid out a big blue tarp (over some paving) took great care to smooth it out, then covered it in sand and took great care to smooth that out, and are now covering the sand in soil. :confused: any clues as to what they might be doing?
 
sounds like they will be putting a concret pad on it soon

that blue stuff is a dpc Damp Proff Couse

it's on paving that they've only recently laid though :confused:

and huddy that's just the curve of how far they'd put the soil on
i thought they were just making a big sand picture :s
 
Is it something to do with Huddy's gangster neighbour? Should he start getting worried?

Or maybe a small enclosure for growing cress?

the thing in question is just above where it says "St peters square"
my guess was they're preparing something there to go elsewhere, i just havent got the faintest what it could be

EDIT look at your local councils plaining bit and see if you can find this there

it will say what the whole site is going to be eg just car park and gardens as per the above pic of more

too much effort, we're just being nosey
 
mystery solved
they're moving some of the cabins that you can see at the top of the picture onto it, presumably it was all just a protective layer for the paving they've put down
