Teasing? Most definitely!
Fair? Not really, but it's fun.
Victimising? Possibly but only if he can't take a joke! ;)

So does he need to go until he does the deed? Or shall we cut him some slack?

I prefer Torture rather than Banning.

A name change to Private Manlove is in order though, For him that is Faller of the Free.
 
More likely the Humiliation of a Public Blanking in front of all the other check out staff & customers has driven him into a corner where he now just rocks back & forth Masturbating.
