Help OCing 2500K, voltage shows 1.21 but 1.3 in BIOS

I'm using the beta release 1.56.2, I have the vdroop setting to high, and yet my voltage goes from 1.2 at idle to 1.21 under load, despite having it set at 1.3 in the BIOS (MSI C45 mobo). Obviously this is limiting my overclock somewhat. I'm pretty sure I've disabled the limit settings so I can't figure out why it isn't letting me go over that voltage.

Any other MSI owners know what's causing this? I've never heard of vdroop that bad so must be something I'm missing
 
I've got a theory the lower end boards, e.g. the Gigabyte P67A-DS3 and the MSI P67-C45 might have some issues with LLC (vdroop control) in that it doesn't really work very well, or only works sporadically.
 
Really? A whole 0.1V droop? I really hope not because vcore only goes up to 1.35V in the bios (I hadn't planned on going over that anyway, but if that = 1.23 in windows then I may have to).
