Clamping Banned?

There was talk last year of clamping on private land being banned. Any ideas what happened to this?

It's not exactly easy to "not pay" when your car has been clamped.
It's all well and good saying "you shouldn't pay" but when your car is going nowhere you've really got no choice.

The reply I received from the Home Office was as follows: (full details available by pm)

"Ministers plan to include the ban in the Freedom Bill which will be introduced before February 2011. The Bill is unlikely to receive Royal Assent before autumn 2011. It will then be necessary to introduce secondary legislation to bring the ban into force."
