Spec me a quiet pc for around £300-400

Hi I have finally got some money together for a new pc. The most important thing I want is for my pc to be quiet.
Things I will do on my pc:
I do not play games. So no high graphics are needed.
I convert videos (avi) into ipod format
I surf the internet
I already have a monitor. I need windows 7. I'd like a 2tb hard drive.

Good Morning and welcome to the forum.

Can you list your current specs and include make and model of your psu. Are your existing drives sata? By re-using some components may help you get more for your money. Do you need a new case?

Looks ok, you could look at the Intel board linked by beejjacobs but this is the clearance so unsure if you will get all the items with it.
