Does the slender guy only follow if torch is on or follows you constantly regardless?

Looking at final part of video I'm not sure if he spawned right next to player, or because player was too busy running around in circles it allowed him to catch up.

Don't know what it is but I've been easily able to watch people play this game in comparison to games like Amnesia. I just don't think it's scary enough really as it's literally just a guy statically moving towards you. May be different when I play it myself though.
