After several missed attempts at getting this right without hitting over 85c, I finally figured out a formula to get my 3570k to clock at 4.50GHz, and stay stable with a comfortable mark in volts and temps. In the end I managed this with: ASUS P8Z77-V LX
BCLK/PEG = 100.0
Turbo Ratio = x45
Internal Overvoltage = Enable
RAM Speed set = 1333MHz (Voltages 1.525v)
Offset = + 0.060
LLC = Medium
Power Phase = Extreme
CPU Capability = 120%
C1E/ C3/C6 = Disabled/ C States = Auto
Spread Spectrum = Disabled
Cooling: = Noctua NH-U9B-SE2 Performance

I'm afraid I cost more than 100 quid 
I could in fact just hit x45 and leave it at that without any tweaking at all, but I don't like a constant idle of 1.256v 24/7 while I idle at 1.048v @ 1600.00 when tweaked to 4.5GHz
