£400 gaming pc for a friend

He said he can stretch his budget to £500. Could someone please suggest what the best options are for that budget.
 
Consider buying used for this budget, especially for a game like DotA 2. You could make a £300 PC to run it at 4K and keep 60 fps flawlessly. For 1050p, it's not even a question.
 
He doesn't really want an ssd, and was wondering if there was anything that could offer better performance. He said he was willing to compromise launch times and loading times for it.

Hmm, an SSD is almost prerequisite for any kind of decent system, nevermind gaming. You can get a brand new and very decent 120Gb Sandisk SSD here for ~£37 which is a perfect size for OS and a couple games.

You should have access to Members Market and I strongly recommend you pick up a Nvida GTX 670/680 which generally go for ~£75 - £90 (and sometimes less) and is nearly 70% faster than a 750TI in some games. See http://www.anandtech.com/bench/product/1130?vs=1349.
