60Hz IPS vs 144Hz TN

I'm building a PC for the first time and I need advice on which monitor to get. I'm split between a 60Hz IPS and a 120/144Hz TN, as I've heard IPS gives much better picture quality, but higher refresh rates will give me smoother gameplay. I'm a gamer and will be playing games such as Battlefield 4, Fallout 4, CS:GO, Cities: Skylines and Battlefront, running on a GTX 970. Beautiful picture quality is a big factor for me, but I'm worried if I go for a 60Hz display I'll be missing out on much smoother gameplay. I'm sadly on quite a tight budget so IPS with a high refresh rate is not an option.

Any advice is much appreciated, thanks in advance.

Which monitors exactly, there are both good and bad monitors of both types.

To put things in to perspective, a few years ago I had a choice between a 1440 IPS and a 1080 120hz tn and chose the 1440 IPS, but more recently I tried both a 4K TN and a 1440 144hz TN along with the IPS I already had and decided on the 144hz TN.

Well anything in the £150-£250 price range really. The Asus MX239H 23.0" for the IPS and Asus VG248QE 144Hz 24.0" for the TN are ones I've looked at.

23"-27" for the size.

Well I have a 60hz monitor standard Asus one,A BenQ from 2014 I believe, which is 144hz and it's amazing for games, I play a lot of CS GO, On the 60hz monitor I can even see my cursor "Lagging"

I believe what's best for each individual is a highly subjective and comes down to which you value more, frame rate or image quality.

I had the opportunity to visit a local store and see 144Hz in action, and had already owned an IPS monitor. I picked 60Hz IPS at the time but could really see the benefit of both. Ultimately I'd like both and will likely make the move when getting a defect free monitor is less of lottery.

TL;DR - If possible see the monitors in action in order to make a choice.

Okay so the general consensus is 144Hz TN, so my next question is the BenQ XL2411Z 144Hz 24.0" or the Asus VG248QE 144Hz 24.0"?

I've not tried a IPS panel, but I have noticed that when I go from my 144Hz monitor to a 60Hz at work I can notice the movement of the cursor/windows not being as smooth.

In games, I am very glad to have gone to a 144Hz as stuff like Counter Strike is fantastically smooth.

I'll try and get to a shop if possible, thanks for the advice. Do you use the IPS for gaming?

Ah okay cheers, I'm definitely swinging towards the 144Hz now considering the benefits for FPS games.

144hz looks absolutely superb in action. My opinion is that going from a decent TN to a decent IPS is much more subtle. 144hz is night and day, TN or IPS nothing like as close, though I had a true 8 bit TN panel which might be a bit closer in quality.

The colour shift on a TN is slightly annoying but you won't really notice it playing games at 24". I can't offer you a specific panel recommendation at this size I'm afraid, other than to reinforce that 144hz TN would be the best option in my opinion.

Gonna go against the grain then and say 60hz IPS. Image quality > some measly refresh rate difference you will NEVER notice unless you actually own one. Everyone will notice a good image vs a crap one though.

Hmm yeah I'm really seeing the benefits of both, and considering image quality is a big factor for me I might be inclined to go down the IPS route.

Would any recommend the Asus MX239H as a good IPS display?

Can't comment on that brand of displays personally, I've always gone DELL for the customer service being hands down the best.

I'm very happy with 2560x1440 IPS, but I don't play many competitive FPS games.

If you do go 144hz, to hit big framerates (120+) regularly you'll be dropping the image quality settings quite heavily, so it's not just an IPS vs TN thing.

144hz is only really great for fast paced fps like titanfall, its better for other things aswell but its the kind of difference you wont really miss. 1440p ips is far superior, The iq of 144hz is just awful, it has washed out colours even fully calibrated.
Ive used both so i am talking from personal experience with them. At the top end of your budget i would recomend https://www.overclockers.co.uk/showproduct.php?prodid=MO-082-DE
