gpu slowdown

hi seems a stupid question but please bear with me here. Received the 3080 yesterday replacing my 2080. All initially appeared okay but noticed that when idle it was flipping between just 210mhz and zero. Leaving the pc for a while I came back to see it struggling to run the Windows...
