traffic lights

Hi there, Just wanted to ask if anyone knows what the ACD 200 does on top of traffic lights. I took a learner out for a drive and I think they may have just got away from passing through a red light however I am not sure and there was an ACD200 or might be a (AGD 200) on top of the light...
