Considering most folk are wondering whether they are actually able to get a O11 mini, I think your question may take time to get answered.
But looking at the specs and layout of the mounting holes, I'm going to say yes, but not without some modding ...
The specs say that with ATX, you can mount 360 at the bottom fine ( likely with a bit of motherboard overhang ) but that you couldn't do it with the top. With ATX, there is only 25mm space at the top using the existing mounting holes as the holes dont sit away enough from the board level for fans+rad to clear the I/O panel section. The case mounting hole positions are restricted by there being slot holes needed to hold the top panel on.
However, this video:
clearly shows @ 3:50 that a 360 fan+rad will fit in that top space inside the case ... just not lined up with the case's mounting holes. So, it would likely need some modding to create mount points for the radiator+fans. Some simple brackets bolted into the existing slot would likely do the job just fine. Obviously you are then moving the radiator a little away from the exhaust vent. But in essense, it *could* fit.
