0mhz GPU speed in nVidia control panel

For some reason I can no longer chose a GPU speed in nVidia control panel, just stays at 0mhz. I've just done a re-install and still having the problem. Factory Default shows 0Mhz too, but I can change the fan speed.

Running latest drivers GeForce GPU driver v196.21, NVIDIA 3D Vision driver v196.21 on Win 7 pro 64. Anyone got any ideas?
