1% Low FPS Drops with 5090/9800X3D

Hi all,

I'm having issues with my systemand I'm having very bad 1% low fps drops as low as 6 when my framerate is 200+ causing very bad stutters. I've just managed to get a replacement 9800X3D today from SCAN UK after 4 trips up there the last week regarding various issues with the chip and now after installing the new CPU into my system the stuttering still persists and I'm now lost on what this could be.

I don't see it being the GPU as it's a brand new RTX Aorus 5090 and my PSU is a Be Quiet Pure Power 13 M 1000W so it's more than enough to properly power these components. The only 3 things I could possibly see it being now would either be my RAM kit (tested both default bios and EXPO and stuttering remained during both test sessions), my motherboard itself which is an MSI B650 Edge Wifi or my N.VME drives (2TB Samsung 990 Pro, WD_BLACK SN750 2TB and a WD_BLACK SN850X HS 1000GB.

Would anyone happen to know what might be up with this system as it's driving me up the wall now with trouble shooting and all the local PC repair/help services have all refused to touch my system due to the value.

If anymore info is needed please let me know and I'll do my best to provide it
 
If I remember correctly, you had an AIO that was possibly faulty and CPU temps exceeding 90 degrees and very hot even under gaming. Is this still the case, or has this been resolved?

Did you skip through the tips in the video I linked (where applicable to nvidia)?

I had taken the AIO back to Overclockers to get it RMA'd as they suspected it could've been the main issue. But they said that if it still persists with the new cooler then it's most likely the CPU itself that is faulty as well as the AIO. Now that I've gotten a replacement 9800X3D in the system the stuttering and 1% low fps drops are stil happening which is now leading me to believe it's another component in my system like my RAM or MB itself causing the issues.

With the current cooler I've got on the CPU now whilst my original AIO gets checked over the now runs around 75/80 whilst gaming which is an improvement from before but still not entirely perfect. I tried all the things from the video that I could but nothing seemed to work. A friend recommended that I possibly reach out to Aorus to look at getting the GPU inspected but I don't know if that would be worth doing

Have you run hwinfo's sensor tab (or similar monitoring software) alongside the gaming and whatever else you do? This will expose temps, power draw, etc.

I can't recall, but I believe someone suggested running a CPU benchmark (like Cinebench) and a 3D Mark benchmark, since e.g. 3D Mark (not sure which version) shows you a graph that can map the clocks and it can expose if there's some kind of throttling.

Cool, that sounds fine then! Still a bit hot perhaps, but should not cause any issues.

I must say, there's no guarantee that stuttering is a hardware issue, in fact,.. I'd say it is more common that stuttering is a software or configuration issue than hardware. In rare cases, it isn't even the PC, but a major bug in a game engine (though that would mean the stuttering only occurs in one game).
 
Is the bios and GPU Drivers fully up to date?

is this a system you built yourself or a pre built 1?

What res are you gaming at and is it all games or just some your having an issue with?

My drivers are fully up to date and I built the system myself.

I'm playing at a mixture of 2k and 4k depending on what game I'm playing and it's pretty much all games I'm having an issue with
 
I’m using a Viewsonic Elite XG270QG and I’ve tried capping the framerate though NVIDIA control panel and riva tuner but it doesn’t stop the 1% low drops
 
It'd work, but the characteristics of that card are very different. It is like using a time machine to grab tech from another century. In other words: I'm not sure if it would be that useful / tell you what you need to know.
 
What sort of card would you recommend? I have been considering picking up a 9060XT sometime and building a couch gaming PC so would something like that work?

Yeah, it would be more realistic, since it is much closer technology and able to perform significantly faster (to give your other parts a decent workout).

Though being an AMD card, it would still be different enough that the test isn't entirely valid. It wouldn't rule out driver problems or software incompatibilities, for example (very common with the 50 series).

I could maybe look at possibly a 5050 or a 5060 depending on the price. I’m a university student so money can be pretty tight especially as im moving back next month
