1 out 2 times my PC starts but screen remains black!!

Hi,

When I start my PC, I can see the Windows 10 small logo at the center, but PC never enters Windows, display remains black and I need to hard reboot it. This happens almost 1 out 2 times I start my PC!! Everything else works fine with rare lockups.
i5-8400
Asrock Z370m Pro4
4x8GB DDR4-2132 G Skill F4-3200C16-8GTZB
Samsung 970 EVO
Samsung 960 EVO
EVGA 2070 Super (was happening also with 1070)

No it is display port. Do you think its the graphics card?

Is it possible to start each service one by one and see if something in startup is causing the issue?
